RRP Compliance Testing

What the RRP Rule Requires

Federal law — the EPA’s Renovation, Repair and Painting (RRP) Rule — requires lead-safe work practices for any renovation, repair, or painting work disturbing painted surfaces in a pre-1978 home or child-occupied facility, unless testing shows the affected components are free of lead-based paint. In Massachusetts, the rule is administered by the state Department of Labor Standards. Contractors who ignore these requirements, or who aren’t properly certified, face real liability and potential fines.

Testing for Springfield Renovation Projects

We provide the testing contractors need to stay compliant across Springfield — from renovation projects in Forest Park’s older single-family homes to multi-unit work in Indian Orchard and East Springfield — determining whether the specific components a project will disturb contain lead-based paint, using EPA-recognized methods. Where a certified inspector or risk assessor has already determined a component is free of regulated lead-based paint (via a standard Lead Paint Inspection), the RRP Rule’s work-practice requirements don’t apply to that component — which can meaningfully simplify a renovation project when documented properly.

Working Directly with Contractors

We work directly with contractors and renovation companies, not just homeowners — if you need testing coordinated around a project timeline, we can work with your schedule rather than the property owner’s. If your project follows abatement work, note that final Clearance Testing is a separate, required step before the space can be occupied again.

Documentation for Your Project File

A written report documenting the testing, methods used, and results gives you the paper trail needed to demonstrate compliance if a project is ever reviewed.

Frequently asked questions

RRP Compliance Testing FAQ

Does every renovation need lead testing?

Not necessarily. Any renovation, repair, or painting work disturbing painted surfaces in a pre-1978 home or child-occupied facility triggers the RRP Rule. Contractors can either assume lead-based paint is present and follow lead-safe work practices, or have the specific components tested — if a certified inspector or risk assessor determines they’re lead-free, those requirements don’t apply to them.

What if I only need certain components tested, not the whole house?

That’s standard practice — testing can focus specifically on the components your project will disturb, following documented sampling procedures.

Can you work around our project schedule?

Yes — we regularly coordinate testing visits directly with contractors to fit renovation timelines.

What documentation will we receive?

A written report covering testing methods, specific components tested, and results — the documentation needed to demonstrate RRP compliance.
